Expert Decking strategy

An Expert Decking strategy is a set of penalties used to score the stacks that are available to a specific container.

Each penalty corresponds to a specific problem with a position that can snarl yard operations, such as using an empty stack or row instead of one that already has matching containers, stacking a container so that CHE cannot lift other containers over the resulting stack, and so on.

Penalties are applied by stack, and are cumulative. The higher the total stack score, the more undesirable the position is for that container.
